I agree that it would be a mistake to go into all this detail at the present stage. I don't think it is our part to propose detailed control beyond what the Treasury think necessary, and I think it would be much better to confine ourselves to a general indication of willingness to acquiesce in what they do consider essential while leaving it to them to make detailed sugges- tions. I suggest, therefore, an alternative addition instead of that suggested by Mr. Bryant.

I entirely agree with Mr. Caine's redraft of the last part of this draft. I am sure that we should get into very deep water if we attempted any scheme sc elaborate as that proposed in Mr. Bryant's version.

Moreover it would take

a good deal of time, and further discussion, to clear up the details of Mr. Bryant's general proposal.

I am anxious, if possible to avoid this delay because until something on the lines of the first half of the draft is said to the Treasury, it is rather difficult for us to write to them about various other matters of expenditure. I should, therefore, like them to get this letter as soon as possible. As it stands this will leave the settlement of the detailed measures of control for further discussion with the Treasury.
